Chief Technology Officer


Jeff Maas is the Chief Technology Officer (CTO) for High Point Aerotechnologies.  He is responsible for the long-term technology strategy to achieve autonomous air superiority in support of our customers.  He executes this strategy through a portfolio of companies developing advanced unmanned aerial systems (UAS) and UAS countermeasures.  He oversees advancements in optical detection systems, electronic warfare, radar, command and control, autonomy, and kinetic defeat systems.  He is responsible for strategic partnerships with partners and universities to develop state of the art systems.  

Prior to High Point, Dr. Maas served as a program manager at the Defense Advanced Research Project Agency (DARPA) from 2018-2022. While there he created and managed several research programs in the areas of distributed Electronic Warfare, Counter-Intelligence, Surveillance, and Reconnaissance (C-ISR), coordinated Positioning, Navigation, and Timing (PNT), Radar, Perception Management, advanced logistics operations, autonomous learning models, oncology, and power harvesting.  He lead teams of multi-disciplinary researchers across the Government, Industry, and Academia to develop advanced technology to provide strategic and tactical advantage to the U.S. warfighter. His research crossed multiple warfighting domains with each branch of the military.  He has also established classified research partnerships with foreign allied governments.

Prior to DARPA, Dr. Maas was the Chief Technologist for Electronic Warfare Systems at Naval Surface Warfare Center, Crane Division, where he led research projects in distributed systems architectures and concepts with an emphasis on real-time effects assessment. In this role, he was principal investigator for multiple research programs sponsored by DARPA and the Office of Naval Research (ONR) as well as a key transition agent for these technologies to operational Navy systems. He supported the two major acquisition programs: Surface Electronic Warfare Improvement Program (SEWIP) and the Next Generation Jammer (NGJ) Program. From 2014-2016, Dr. Maas worked directly for the Assistant Secretary of Defense for Research and Engineering (ASD(R&E)) at the Pentagon to aid in key budgetary decisions. There he led a series of quick reaction studies designed to inform investments in new technology areas.

Dr. Maas received awards for his advancements in research, new fields of research, and international collaborations.  These include the DARPA Meritorious Public Service Medal, the Joint Meritorious Unit Award, and the Results Matter awards.  He is the author of multiple patents and academic publications.  

Dr. Maas holds a Doctor of Philosophy and a Master of Science in Electrical and Computer Engineering from Purdue University. He was the recipient of the Science, Mathematics, and Research for Transformation (SMART) Fellowship which partially sponsored his graduate education. He received his Bachelor of Science in Electrical and Computer Engineering from Brigham Young University.
